These services are provided free of charge and available to any municipality in need.

Accounting and Budgeting for Helene Loans and Related Reimbursements
Many North Carolina governments damaged by Hurricane Helene have received a Cash Flow Loan from the NC Department of State Treasurer and/or an Emergency Funding Loan from DEQ’s Division of Water Infrastructure. The Helene Loans & Reimbursements memo explains how to budget, account for, and report these loan proceeds, along with any federal or state reimbursements, and emphasizes the importance of correctly budgeting and recording all related expenditures.
The Accounting for Asset Impairment memo focuses on the financial reporting implications of Helene-related asset impairments and insurance recoveries. Using GASB Statement No. 42, it outlines how to determine whether storm damage represents a significant, unexpected decline in a capital asset’s service utility, how to measure and record impairment losses, and how to report insurance proceeds, restoration costs, and required disclosures. Together, the memos provide a comprehensive framework for accurately accounting for Helene’s financial impacts.

Disaster Recovery Field Representatives
To better serve towns on the ground, the League has appointed Disaster Recovery Field Representatives. All are Western North Carolina natives, committed to helping their communities rebuild.
Our field representatives will:
- Visit towns to assess needs
- Serve as a direct point of contact
- Help with FEMA paperwork and other recovery requirements
- Connect towns with League services and trusted partners
