Whether you're stepping into a personnel role for the first time or seeking a comprehensive refresher, these courses will guide you through the entire employee lifecycle: from recruitment and onboarding, to performance management, and ultimately, separation. With a focus on accountability and proven best practices, participants will gain the tools to foster a healthy workplace culture, boost morale, and strengthen public trust.

Individual Certificate Track

Available to all NCLM members

Certificate of Local Government Employee Management

Completion of 4 primary HR offerings
1. Foundations of HR Management (If you took HR 101 prior to 2026, then you also completed the HR Primer)
2. HR 101
3. HR 201
4. HR 202
Completion of 2 hours of electives
1. For example: individual HR-based webinars and HR-focused CityVision sessions
2. If HR credit is offered through an AML course, it will be clearly noted.
Completion of Capstone project
1. A brief, written report that reviews the core competencies learned through the certification track’s courses, which includes an example of how one or more of those core competencies have been used in their present role.
2. To be presented either live (online) or by video, accompanying the written report.
